The EMSOC Association is an unincorporated organization of U.S. academic institutions, whose purpose is to provide widespread community input to the operation of the EMSOC Facility.

Membership in this voluntary association requires a letter from a responsible institutional official to the Chair of the EFSC, stating the institution's desire to be a member and committing the institution to abide by the rules of the organization.

Rules:

(1) The Association meets once a year in conjunction with the Fall National Meeting of the American Geophysical Union.

(2) Each member institution has one vote at the annual meeting.

(3) The annual Meeting elects three members to the EFSC. The Facility Institutions do not participate in this vote.

(4) The Annual Meeting may change the rules of the EFSC and veto decisions of the EFSC with a majority vote of the membership. However, the Annual Meeting may not impose rules on the EFSC that are contrary to N.S.F. or Facility Institution Rules or Policies.

(5) The Annual Meeting may change the rules of the Association with a majority vote plus one of the membership. However, the Annual Meeting may not make rules that are contrary to N.S.F. or Facility Institution Rules or Policies.

(6) Institutions that do not participate in the Annual Meeting for two years in a row will be dropped from membership.
