To foster research and education in electromagnetic sensing of the Earth's interior, the Instrumentation and Facilities Program (IF) of the Earth Sciences Division of N.S.F. is funding a pool of magnetotelluric (MT) instruments to be known as the Electromagnetic Studies of the Continents (EMSOC) Facility. The University of California, Riverside (UCR) agrees to jointly manage the EMSOC Facility with the University of Washington (UW) and the University of Utah (UU). These institutions will be known as the EMSOC Facility Institutions.

The conditions of this agreement are:

(1) The instruments will be owned by the Facility Institutions and purchased with funds provided by IF and matching funds provided by the Facility Institutions.

(2) The Facility Institutions agree to delegate operational control of the EMSOC Facility to the EMSOC Facility Steering Committee (EFSC). The EFSC will:

(a) Consist of six members. Three will be appointed by the Facility Institutions. Three will be elected by the EMSOC Association.

(b) Set rules for use of the Facility. These rules may not contravene N.S.F. and Facility Institution rules and policies.

(c) Schedule the Facility instruments.

(d) Oversee the maintenance and well-being of the Facility.

(e) Report at least annually to IF, the Facility Institutions and the EMSOC Association.

The EMSOC Facility has been established by NSF for the benefit of academic research and education. The EFSC has responsibility for the equitable and efficient pursuit of this purpose. To this end the EFSC:

(1) Will establish procedures and rules for efficient operation and decision-making by the EFSC. All rules will be adopted by majority vote. EFSC rules may be vetoed by the EMSOC Association as provided in their rules. However, no EFSC rules may contravene NSF or Facility Institution rules or policies.

(2) Will establish an open process of scheduling instrument use:

  • (A) Will administer an application process at least one a year.
  • (B) Will judge requests in competition with one another with priority to NSF funded projects, DOE and USGS funded projects, other academic research or educational use and finally other requests.
  • (C) Will review scheduling continuously and make alterations as the situation changes.

(3) Will set and oversee rules for equipment use. These are currently:

  • (A) There is no use fee.
  • (B) Users must pay for expendables either directly or on a pro-rata basis as appropriate.
  • (C) Users must pay for shipping and insurance.
  • (D) Users agree to deposit all collection parameters, time series and processed impedance data in the IRIS Data Management Center within six months of collection. They will become publicly accessible two years from the date of collection. Failure to do so may result in declination of future equipment requests.
  • (E) Users will be responsible for demonstrating that they are knowledgeable in the operation of the equipment before they are permitted to borrow it.

(4) Will oversee maintenance of all equipment to ensure that it is properly calibrated and functional.

(5) Will carry on its normal business electronically.

(6) Will establish an electronic newsletter and web site to communicate EFSC decisions to Association members and the community-at-large. The web site will be linked with the IRIS Data Management Center home page.

(7) Will oversee all other functions of Facility operations including relations with the IRIS Data Management Center and will report annually to the NSF, the Facility Institutions and the EMSOC Association.
